The main problem not makefile itself. The question is whether some
contribution is a "platform independed". From this point of view NT
provides us an opportunity to test whether some "contribution" (and
ROOT itself) is "strong" enough for keep living forever
(when UNIX will be retired, I hope nodody will calin UNIX will live
forever).

I didn't offer this. I did suggest to set two levels to contribute:
1. Link from ExApplication for any application ???
2. Contribution area with "ready-to-build for any ROOT platform"
codes ???
2.1 ready for "UNIX" ???
2.2 ready for "NT" ??"
2.3 ready for all (well, there is at present VMX too) ???
Anyway I think the contribution should be supplied with some Web
short write up page explaining the contribution and its features
May be ROOT team should provide the "template" for such page.
