GALICE simulation program

This is the Version 2.03 of GALICE with ROOT OO Input Output and particle
stack. It is intended to offer a general purpose full shower simulation
program for Alice. The program should not be considered complete, and we
are relying on the feed-back from users to correct bugs and provide
improvements.
The program is based on GEANT3.21, and some corrections are provided
for problems found in the standard GEANT 3.21 libraries as distributed
by CERN.

Feedback
--------
As said above, we know the program is far from complete, but we
strongly urge all of you to try and use it for all your simulation
studies where GEANT is needed, and to provide us with all the
feedback possible. Only this way we will have a complete and
robust simulation of Alice, and we will be able to have
coherent simulations of different parts of the detector.
Update policy
-------------
We expect this code to evolve very fast, at least at the beginning.
Releases will take place on Monday mornings, and mods for the 'next'
release will be accepted till Thursday at noon.
