1) the current release of ROOT comes with the following license:

2) The x3d library is only available for the X11 version. However, the Windows
version of ROOT allows 3d charts via the normal ROOT graphics system,
or via OpenGL. Look at some of the tutorials in the $ROOTSYS/tutorials
directory. They should work fine in a VC++ project.
