Charge to the Task Force on Pre Global Design Organization

 

 

Recommend an organization, based on inter-laboratory agreements, for proceeding with an internationalized design for the GLC once the technology recommendation has been made. This first step should be finite in length with well defined deliverables and be terminated when a more formal organization with direct agency oversight is set up to carry out the final R/D, engineering activities, industrialization, etc.

 

The following items should be included in your recommendation: timing of the setting up of the organization and assignment of personnel; task; accountability, responsibility, and authority of the organization; advisory bodies; constitution; key milestones and deliverables; recommendation for a procedure for choosing venues for the regional lead laboratories and the central group and other items you wish to include.

 

Particular items that you might consider for inclusion in the responsibilities of the organization are:

-       establish and maintain the WBS down to the level needed for confident cost and schedule assessment of values for the ILC

-       establish cost estimating methodology

-       make schedule and cost estimate for completion of TDR

-       establish system requirements for WBS level 1 systems

-       define the contents of the CDR

-       define the schedule for production of the CDR and engineering & R/D Plan

-       make assignments of work to Regional Organizations

-       review progress of work at the Regional Organizations and report progress to the ILCSC and Agencies
