If at all possible, unanimity in the Committee’s recommendation is highly desirable in order to establish the firmest foundation for this challenging global project.
An executive summary giving the Committee’s recommendation to ILCSC together with an outline of the reasoning should be made available as soon as possible after the Committee’s decision. The Committee is urged to come to its recommendation as quickly as possible, consistent with full deliberation of the key issues. The Committee is urged, if at all possible, to announce its recommendation before the end of July 2004 and in any case before the end of 2004.
A full written report with the Committee’s evaluation of each of the technologies considered should be available as soon as possible after the committees deliberations have been concluded. Appendices containing all of the materials used by the Committee in its deliberations together with agendas, venues and schedules are also needed.
The making of the technology choice is a key event in the world particle physics program and thus timeliness in the Committee’s reporting is of prime importance. The world particle physics community needs to know as soon as possible which technology will be the basis for work towards the final proposal; the world science agencies need to see a demonstration of our determination and ability to collaborate as a trigger for their efforts to collaborate in forming a global project.
