Dear Colleagues,


On behalf of Professor Richard Wade, I am writing to ask for your help in
finalising the  statement on High Energy Physics that will be submitted for
endorsement by Science Ministers (including Ministers of Observer countries
such as China and Russia) who will meet at OECD on January 29/30, 2004.


Specifically, can you - or a designated representative - participate in an
(approximately) 30-minute international conference call with the other
"To:" addressees of this message?  The call would take place at 14:00 Paris
time (8:00 on the US East Coast and 21:00 in Japan).  If you are can
participate, please let me know before the end of Friday, October 3, which
of the following days are suitable for you: October 7, 8, 9, 10, 13, 14,
15, 16, 17.


Here is the current state of preparations of the HEP statement:


The first version (attached, labelled #1) was agreed to by members of the
Global Science Forum Consultative Group on High Energy Physics, and was
submitted to the Ninth Meeting of the Global Science Forum, which took
place in Paris on June 30/July 1, 2003.  At that meeting, the statement was
re-drafted by an ad-hoc group of delegates that was chaired by the head of
the UK delegation, Dr. Frances Saunders.  This text (attached, labelled #2)
was distributed a few days later to all GSF delegations for review.  Here
is a summary of the comments received:


     Japan, Finland, Canada, Belgium, China: the statement is acceptable.


     Germany: Dr. H-F Wagner sent in the following message: The statement
     in the first bullet is not correct. In the roadmap we carefully
     discussed the timeframe for the next linear collider. The main issue
     of this discussion was to have a good overlap with LHC. This is also
     of major political importance. Therefore we should go back to our
     earlier formulation "The report contains a Roadmap for large
     accelerator-based facilities, and it identifies an electron-positron
     collider with an initial energy of at least 400 giga electron-volts as
     the next facility on the Roadmap, with a significant period of
     concurrent running with the CERN Large Hadron Collider."


     U.S.:  A revised version (attached, labelled #3) was prepared in the
     U.S., based on consultations involving DOE, NSF and OSTP.


It would be most desirable to converge on a consensus statement soon, since
the Global Science Forum's parent body, the Committee on Scientific and
Technological Policy (CSTP) meets in Paris on October 23, and they should
have access to a final (or near-final) text.  The CSTP is the committee
that will meet at Ministerial level next year, so it has to review and
authorise everything that goes forward to Ministers.
