PreGLCC is an international organization prior to GLCC which is to build, operate and maintain LC.

• PreGLCC is initially independent of funding agencies
• When the funding agencies play roles in preGLCC is determined by a group formed by the funding agencies

10. Comments
• We do not divide preGLCC to two phases, because the period before the construction is only 3 – 4 years which are too short.
• We prefer the funding agencies not involved in the organization of preGLCC, because Japanese funding agency will be very slow to move. The agency is investing heavily at KEK, and has no room for a new project.
• Similarly we prefer the site selection as late as possible because of the same reason.
