PreGLCC is an international organization prior to GLCC which is to build, operate and maintain the linear collider and detector.

• Coordinate tasks of regional centers
• Make reports to ICFA (= council)
• Members supported by laboratories to which they belong
• Other funds supported by relevant laboratories and/or countries
• Venue: a laboratory other than DESY, KEK, SLAC
preferably outside the US unless the current visa problem is solved

• Carry out and complete all items necessary for the linear collider and detector to be funded and to be built.
7. Relation to funding agencies
• PreGLCC is initially independent of funding agencies
• When the funding agencies play roles in preGLCC is determined by a group formed by the funding agencies

2D Define the contents of CDR (including the detector)
3D Make CDR and engineering R/D plan (including the detector)
4D Make assignments of work to regional centers
5D Carry out engineering R&D for the linear collider and detector
6D Make construction-ready TRD (feasibility demonstration, industrialization, reliable cost estimate, including the detector)
7D Review progress of work at regional centers
8D Establish the best way of the site selection
9D Establish coordination with funding agency organizations
10D Define organization, schedule of GLCC

10. Comments
• We do not divide preGLCC to two phases, because the period before the construction is only 3 – 4 years which are too short.
• It may not be appropriate to work on the detector separately, judging the number of experiments (one, and later one more), and manpower and cost of the detector.
• We prefer the funding agencies not involved in the organization.
• We prefer the site selection as late as possible.
