Energy Range, 0.25 - 1 - 1.5 TeV?

Snowmass96 etc.: 1.5TeV is necessary from SUSY-complementary to LHC. General questions are ; (1) does the proposed detector work for $0.25 < \sqrt{s} < 1.5$ TeV?, (2) does background constraint a detector type?, (3) detector upgrade plan for $\sqrt{s}\gt$ 1TeV ?
